CONTRA COSTA, California – A mannequin didn’t fool officers of the California Highway Patrol on Wednesday. While patrolling Highway 4 they reportedly stopped a driver carrying someone named “Angel” in an attempt to use the carpool lane. The driver was ticketed for the infraction, however, the passenger declined comment.
